It's not hard to get two sides targetting the AI at least, so I'd say 8-10 is more reasonable. I mean, if there was an upgrade that made the beam weapons do. Guess it kind of limits it's utility doesn't it? It's the only way a TEC starbase can attack more than 4 targets at once and it kills friendlies too. I guess the diesciption should have given it away. It doesn't care about friend or foe, as I'd hope the ability description or target filter would tell you.
